MDL 20 Hard to Pull Down and Lift up

We have a Waltco MDL20, took our vehicle to be serviced, mentioned the liftgate is hard to pull down, and heavy to lift.  They said needs new torque springs.  They replaced and it isn't any better, maybe worse.  Few months later took it to another shop for them to check.  They said whoever worked on it put two 1/2" torgue springs on it.  They are saying two 9/16" springs can be put in it and should make it better.  

Any thoughts out there?
